Dan Richardson – Easter Seals – Dan related that the girl hit by the rock while coming back to Rochester from her honeymoon is an employee of the Easter Seals. She worked as a care provider at a group home run by Easter Seals. The NYS office of Easter Seals has issued a challenge to help pay for hotel bills of family. They will match moneys raised to help cover the $4000.00 owed by the family. If you want to write a tax deductible check to Easter Seals, please contact Dan Richardson for details.
A membership survey is being developed to survey club membership on direction of club and to get more members involved with club.
August 20th is the Town of Greece New Teachers Luncheon. The new teachers from the Greece School District and those from Northwood Elementary (The only school from Hilton school District but in Town of Greece and educates only Greece Town Residents) have been invited to share lunch with the club. There will be a total of about 35 new teachers.
The Board has also decided to reformat the Club’s Directory. This year a photo of each member will be placed next to member information. If you have not had your picture taken by Dan Barletta for this directory, please see him before the August 6th. August 6th is the absolute deadline for photos for this year’s directory. Today’s Speakers LPGA – Bob Maney is now in charge of LPGA for Rotary. This last year the weather and the PGA had a great impact on the tournament. Total Sales on Saturday was only $25,000.00 but Sunday was $85,000.00. The tournament made about $50,000.00 than last year.
Bob is looking for new blood to reenergize the tournament. Over the next three years the entire management team will be replaced.
Bob’s goal is to raise another $500,000 per tournament with over $400,000.00 going to camps.
The tournament raffle tickets will be out for next year shortly once they are printed. Today’s second speaker Club member Dan Barletta gave a brief update on progress of the ongoing Lake Ontario- St. Lawrence River Study.
Welcome! The following presentation has been prepared by the Public Interest Advisory Group. Known as PIAG, our mandate is to “ensure effective communication between the public and the International Lake Ontario-St. Lawrence River Study Team” Our presentation will attempt to give an overview of the geography, hydrology, i.e. the flow of water through the system and the various components of the study. So lets begin! The International Joint Commission represents the governments of both Canada and the United States. Its responsibilities are the international waters from British Columbia and Washington right through to New Brunswick and Maine. The Lake Ontario - St. Lawrence River Waters Levels Study is concerned with the circled area from Niagara Falls to Trois Riveire downstream of Montreal.
Why are we conducting the International Lake Ontario – St. Lawrence River Water Levels Study? The regulation plan contains the rules and criteria that must be followed to control the water levels and flows.
The International Joint Commission, which is as we have already seen, responsible for all boundary waters from the west to east coasts of our two countries, is co-chaired by Herb Gray from Canada and Dennis Schornack from the United States. The Board of Control is made up of experts from Canada and the United States. The 1950’s criteria were commercial navigation, hydropower, water uses and the reduction of flooding on the Lake and River. There are new concerns in this new century so all stakeholders and interests must be involved.
If Plan 1958 D was followed to the letter in 1993 this is what would have happened. What you are looking at during the "flyover" is the flood outline of elevation 77.2 meters (252.7 feet) which is what the regulation plan (58D) would have produced. The elevations produced by the regulation plan were generated by the H&H folks. Dan showed a computer generated video of what would have happened to the Town Of Greece in 1993. Dan pointed out to the club that Diane’s house by Jane’s rd would have been flooded along with many others, just not the houses along the shoreline. Edgemere Dr. would have had 2 ½ ft of water over the Rd, and this level did not include wave action.
The study has developed a method for formulation of new regulation plans.
As you can see in this Lake Ontario - St. Lawrence trilogy, plans, criteria and performance indicators must all be taken into account when making a decision. Before I give you an example, let me just explain the points of this triangle. First, regulation plans contain criteria which are water level targets. Performance indicators are a measure of economic, social or environmental health. In the context of the Study, performance indicators relate to impacts of different water levels in Lake Ontario and the St. Lawrence River. Let’s take a simplified example with the criterion about limiting the release of water at the Moses-Saunders Dam. Let’s say the performance indicator is “Decrease flooding in Montreal”. All of the information is entered in a computer model. But what if we learn that the result is flooding on Lake Ontario! Obviously, the economic and environmental effect of this plan with respect to Lake Ontario is not satisfactory. So, the criterion would be changed a little bit – therefore a new plan. The model will be run again to see if it satisfied the performance indicator of flooding. The parts of the decision trilogy can be modified until that flooding problem is solved.
As you have heard, data collection is an important part of this Study. The Technical Work Groups are doing their best to reflect all of our interests. But your input is needed to complete this process. The Shared Vision Model is a computer program that is being used already to plug in information and try to create a better regulation plan than the current one, Plan 1958D. As we go through the stages of trying to make our recommendations to the International Joint Commission, we will be visiting 15 areas in the U. S. and Canada to ask your opinion.
Dan invited the club to attend a public meeting sponsored by the Public Interest Advisory Group this next Thursday at the Greece Town Hall. The meeting starts at 7pm.
